      目的 了解济宁市基层公共卫生人员的人力资源结构及工作满意度,为加强基层公共卫生人才队伍建设提出建议。方法 整群抽取济宁市汶上县和兖州市疾控中心所有工作人员为调查对象,进行问卷调查。结果 基层公共卫生人员中大专及以下学历占79.5%,预防医学和医学检验专业毕业人员占32.2%;中级及以下职称占93.1%。91.1%的工作人员认为现有的人力资源状况存在问题,24.0%的人对职称晋升制度不满意,低于对其他人事管理制度的满意度(χ2=10.778,P=0.026)。91.8%的人对自己工作的未来充满信心。15.1%的人从未参加过任何专业培训,参加过培训的人员中有45.9%对所参加培训表示满意。结论 济宁市基层卫生公共人员的学历偏低,职称结构不平衡,缺少公共卫生及相关专业的业务人员。基层公共卫生人员的工作满意度不高,进修机会少,进修时间短等问题比较突出。
英文摘要:
      Objective To understand the structure of workforce resources and degree of job satisfaction of primary public health staff in Jining and provide advice for strengthen the building of personnel. Methods Using stratified cluster sampling, all staff of Yanzhou and Wenshang Centers for Disease Control and Prevention(CDC) were collected to conduct questionnaire survey. Results The person who had less college and tertiary education accounted for 79.5% and graduated from preventive medicine and laboratory medicine accounted for 32.2%.Person with intermediate and the following titles accounted for 93.1%.Workers thought that having problems in human resources accounted for 91.1%, Workers who were unsatisfied to titles promotion systems accounted for 24.0%, and lower than the other personnel management system(χ2=10.778, P=0.026).91.8% of people had confidence in their future.15.1% never participated in any training.45.9% expressed satisfaction with the training. Conclusion Educational levels of primary public health staff in Jining is low.The structure of technical posts is unbalanced and lack of relevant professional expertise.The job satisfaction in grassroots public health staff is not high because of less chance, short training time and other issues outstanding.
