| 目的 基于政策文本分析，量化评价晋冀两地慢病防控体系各部门职责清晰程度。方法 系统收集晋冀两地公开发布的政策文件中所有部门职责描述，以量化评价指标“部门职责清晰程度”，评价两地慢病防控体系的部门职责清晰状况。结果 两地慢病防控部门职责清晰程度分别由2007年的5.65%、0.00%上升至2017年的18.67%、29.96%。结论 晋冀两地慢性病防控体系部门职责清晰程度虽呈现上升趋势，但仍均处于较低水平，故需清晰界定各部门职责，为构建多元主体参与、协同高效的慢病防控体系提供广泛的政策支持。 |

| Objective To evaluate the responsibility clearness of the departments in the prevention and control of chronic diseases in Hebei and Shanxi by quantitative indicators based on the analysis of the policy text. Methods We collected the descriptions of all departmental responsibilities in the publicly released policy documents of the two places,and evaluated the responsibility clearness of the departments responsible for prevention and control of chronic diseases. Results The level of the responsibility clearness of the departments in the prevention and control of chronic disease in Hebei and Shanxi increased from 5.65% and 0.00% in 2007 to 18.67% and 29.96% in 2017. Conclusion The responsibility clearness of the departments in the prevention and control of chronic diseases in Hebei and Shanxi regions are on the rise,but they are still at a low level.Therefore,it is necessary to further clarify the responsibilities of each department,and provide extensive policy support for the construction of a multi-subject,collaborative and efficient chronic disease prevention and control system. |
